: (1) According to the negotiable multimodal waybill issued in accordance with section 10, the multimodal transport operator or his agent or representative may transfer the goods to the consignee or his agent and representative.
(2) If the goods are transferred according to sub-section (1), it will be considered that the goods have been duly transferred. However, in the case of issuing a multi-modal waybill without exchangeable rights, there will be no obstacle to transfer the goods to any other person specified in such permission after taking the written permission of the sender.
